About Parliamentary budget office
Parliamentary Budget Office performs the expert tasks related to the following: preparation of research and analytical papers and summaries of relevant official domestic publications and publications of international institutions on topics of importance for the implementation of economic and fiscal policy, especially in connection with economic and fiscal tendencies in Montenegro, as well as the most significant global tendencies in the field of economy and finance, in order to support the work of MPs; cooperation with domestic and foreign institutions, international organisations and parliamentary budget offices of national parliaments and other related services.
The Westminster Foundation for Democracy (WFD), with the support of the British Embassy in Podgorica, gave a special contribution to the formation of the Parliamentary Budget Office, within the project Strengthening the financial oversight of the Parliament of Montenegro (2016-2018). The project intended to create an expert core that would enable the Parliament of Montenegro to participate more significantly in the budget cycle, and MPs to have at their disposal support in analysing and discussing key budget documents and laws with significant fiscal impacts.

Bojana Bulut
Head of the Parliamentary Budget Office
She was born in 1986, in Dubrovnik.
She graduated from the Faculty of Economics, University of Montenegro, Podgorica, majoring in Finance and Banking. She is a master's student at the Faculty of Economics, University of Montenegro, Podgorica.
She started working for the Parliament of Montenegro in 2011, at the Secretariat of the Committee on Economy, Finance and Budget. From 2016 to 2018, she was involved in the project of establishing the Parliamentary Budget Office, implemented by the Westminster Foundation for Democracy in cooperation with the Parliament of Montenegro, with the support of the British Embassy in Podgorica.
In addition, she served as a member of six working groups for the preparation of negotiations on Montenegro's accession to the European Union in the field of the acquis communautaire.
She attended a significant number of trainings, seminars, conferences and participated in study visits on the topic of public finances, areas of the European integration process, economy, etc.
In 2015, she completed a Pre-Accession Fellowship Programme at the Budgetary Policies Unit of the European Parliament's Directorate-General for Parliamentary Research Services in Brussels.
She is a trainer for gender equality in public administration.
She speaks English and Italian.
Goran Nikolić

He was born in 1987 in Nikšić.
He graduated from the Faculty of Economics, University of Montenegro, Podgorica.
He started working for the Parliament of Montenegro in 2011, at the Secretariat of the Committee on Economy, Finance and Budget. Vjera Prelević
Independent Advisor III
She was born in 1959, in Podgorica.
She graduated from the Belgrade Business School in Belgrade, study program of accounting management, control and audit.
She previously worked in the Bureau of Financial Affairs of the Parliament of Montenegro and gained many years of experience in accounting and financial affairs.
Among other things, she worked on budget planning, analysis, execution, as well as reporting on the spending of budget funds of the Parliament of Montenegro.
She attended a significant number of trainings, seminars, conferences on public finance.
